Memberships
Memberships to the Alan E. Sims Recreation Center are available to adults aged 55+ at a discounted rate. We offer a variety of memberships to service every need; annual, three month, one month or day pass valid for one day access. There are no additional enrollments fees and you do not have to sign a contract.
Each membership includes:
- Personal orientation for new members
- Complimentary coffee bar Monday through Friday, 6am-12pm.
- Personal blood pressure checks in our fitness area.
- Access to our state of the art fitness equipment including a three-lane walking/jogging track, a variety of cardio and strength machines, free weights and much more.
- Two full-size gymnasiums.
- Game Room including table tennis, foosball, air hockey pool table and gaming systems.
- Onsite childcare in our barnyard room (included in the annual membership).
- Complimentary wallet lockers located in the gymnasium and fitness areas for personal items.

Renew Active
Renew Active is a program that provide plan holders of Medicare Advantage Plan insured by United Health-Care Insurance access to the Alan E. Sims Recreation Center at no cost. Silver Sneakers
Alan E. Sims Recreation Center is an approved Silver Sneakers location. If you are a Tivity Health Silver Sneakers member, you qualify for a FREE membership at the Recreation Center. Memberships
Memberships are available to adults 55 years plus and are required in order to participate in any activities or programs offered at the Senior Center. A membership registration form must be completed and turned into the Senior Center to complete your membership. Forms are also available at the Senior Center.

Transportation
Bus service is available to and from the Senior Center for Cedar Hill residents only for no additional fee. This service is exclusive for members that do not drive or have no other means of transportation. To reserve your ride, please call (469) 493-9287 one day in advance.
Senior Senate
The Cedar Hill Senior Senate is a 501(c)3 advisory board organized for the benefit of the Cedar Hill Senior Center. Meetings are held the third Monday of each month at 9:30 am at the Senior Center and are open to the public. Its main function is to raise funds, advise, support, and assist the Senior Center Staff. Senior Center Rules

- All participants must sign-in upon arrival to the Senior Center.
- Classes are only open to registered members of the Senior Center.
- Any fees required for activities or trips must be paid in advance.
- The Senior Center is a No Smoking Facility (to include e-cigarettes).
- Tobacco and Alcohol are not allowed within the building or on the Senior Center grounds.
- Pets (other than service animals) and children are not allowed.
- Lost and found items will be held for 30 days. After 30 days, lost items will be donated to a local charity.
- In the event of inclement weather, the Senior Center will be closed only if the City of Cedar Hill is closed.
- The Senior Center will be closed for holidays following the City of Cedar Hill Government Center closing schedule.
- Guests of eligible Senior Center Participants are welcome provided they sign a waiver of liability and agree to adhere to all applicable policies and procedures as determined by the Senior Center Supervisor.
Partnership Card
The Zula B. Wylie Public Library and DeSoto Public Library now offer one card for customers that live in Cedar Hill or DeSoto to represent our lending partnership. Anyone who has one of these cards can check out items from the libraries located in Cedar Hill or DeSoto.
Home Delivery Service
Contactless delivery of library books and DVDs to your home now available at the Zula B. Wylie Public Library! This service is for Cedar Hill residents with a valid library card who demonstrate a need, such as homebound, ill or in some other need to be determined by the library.
How It Works
Cedar Hill residents with a valid library card can submit an application online, request Home Delivery Service over the phone or in person. Customers will be required to demonstrate a need for the service, such as being homebound, ill, or in some other need to be determined by the library. Once approved, customers can place holds on items through the Library Online Catalog or over the phone. There is a limit of ten books and DVDs per delivery site, not cardholder. Technology items are not included. Items will be handled by staff wearing masks and gloves. They will be placed in a bag and bags will be sorted for delivery. One day a week all home delivery items will be delivered. The delivery staff member will call or text the designated phone number and let the customer know items have been delivered. Under no circumstances will staff enter homes or delivery locations. All items will be left on the door or porch designated in the application. To return items, put them back in a bag and on the porch the date of your next home delivery. You may also return items through the book drop at the Zula B. Wylie Public Library. Mobile Printing
The library now offers mobile printing. What does this mean to you? Customers can print from home using their desktop or laptop computer using the library's mobile print. Customers can also download the PrinterOn app and print from your smart device using the PrinterOn app. If you have any questions, please ask a librarian.
Wag On Wheels (W.O.W.) Programs
Wag on Wheels is a pet support program for seniors or disabled citizens in need. W.O.W provides nail trims, basic baths, microchip insertion, microchip verification/registration and prearranged transportation. Pet Adoption
Man's best friend provides some health benefits to pet owners. It can lower blood pressure, relieve depression, reduce anxiety and stress, reduce minor health problems, hasten recovery aster illnesses and trauma, and will add to our life span.
Tri-City Animal Shelter will help you find your next best friend and provide a furr-ever homes to our furry friends. Pet adoption specials of select pets are available to adults 55+.
Adoption Process
You must be at least 18 years old, have a valid Texas driver's license and fill out a pre-adoption application in order to adopt a pet at the Tri-City Animal Shelter. State law requires all pets adopted from an animal shelter be spayed or neutered and vaccinated against rabies. Adopted pets will be taken by shelter staff to a participating local veterinarian for sterilization within the next 2 business days. The adopter can pick up the pet from the vet clinic after the surgery has been completed. To ensure the highest quality adoption experience, viewing is available right up until closing, but adoptions are not processed thirty minutes prior to closing.

Pet Request Program
Looking for that special furry friend? Unfortunately we have no inventory control, but if you complete an application letting us know what you are looking for, we will try to call you when we see it. The shelter gets short hair, long hair, big, little, pure breed, mixed breed, cats, dogs, rabbits, guinea pigs and many more types of pets. Email your pet request form to tricities@cedarhilltx.com.

Garage Sales
Garage sale registration is free, however there are regulations regarding the number of sales per year, signs and hours of operation. You may register your sale online, in person at the Government Center (285 Uptown Boulevard in the Code Enforcement Department) or by calling the Code Enforcement Department at (972) 291-5100 ext. 1090.
Everyone that registers will have their sale listed on the city's website. Registration must be completed by noon on Thursday to have your sale listed on the website. Other residents will be able to view and print the list of sales. Register your sale today and get free advertising on the city's website.
Mission Cedar Hill
Mission Cedar Hill is a community restoration program that coordinates corporate and community volunteers to provide exterior home repairs for qualified home owners. Homeowners must meet one or more of the following criteria to be considered eligible for assistance through the Mission Cedar Hill Community Restoration Program: handicapped, Veteran (or spouse of a veteran honorably discharged with form DD214), disabled, a single head of household (single parent) with children under 18 years old living at home or an adult aged 62 and older. Additionally, this program is limited to those homeowners who meet certain income restrictions and have lived at their current residence for a minimum of 2 years. To determine if you are eligible for this program, please fill out the application and a member of Mission Cedar Hill will contact you to discuss your situation.
Neighborhood Summit

Smoke Detectors
Smoke detectors save lives. At least 1 smoke detector is required for every residence in Cedar Hill.Placement & Maintenance
The Cedar Hill Fire Department and the National Fire Protection Association recommend smoke detectors in every sleeping area, and on every level of your home. Smoke detectors should be tested every week. New batteries should be installed at least once a year. Holiday Safety Tips
The holidays are joyful times of getting together, decorating and lots of cooking. The holidays can also be a dangerous time. Nearly 130,000 fires will be reported in December alone, claiming over 400 lives and causing more than 1,600 injuries. Almost 25% of all Christmas tree fires are started because the tree was placed too close to a heat source. Emergency Calls
If you have an emergency, dial 911. If you are a victim of a crime and need to make a police report, the non-emergency police dispatch telephone number is (972) 223-6111. This line is answered 24 hours a day for police to respond.
Alarms
All businesses and residences that are equipped with an alarm system that can summon city emergency services in any manner are required to have a permit within the City of Cedar Hill. The cost of the permit is $50 per residential system $25 for residents over age 65. Permits are valid for a period of one year from the issue date of the permit. Renewal is the responsibility of the permit holder and is non-transferrable. Click here to obtain an alarm permit and pay your alarm fees.
Check on a Senior Citizen Program
Are you a Cedar Hill senior citizens living alone with no family or friends nearby to check on you? Would you like to have someone check on your well-being periodically? Cedar Hill senior citizens may receive well-being checks in person, by phone, email or text from Officers and/or volunteers of the Police and Community Team (PACT). Participants determine the frequency of the contact with the program coordinator. If the senior citizen does not answer the contact, the police department representative or volunteer will notify emergency contacts on file to determine the welfare of the participant. Officers may then be sent to the home for a welfare check if necessary. Get peace of mind and let us check on your well-being! Helping Our Missing Endangered (H.O.M.E.)
The Helping Our Missing Endangered (H.O.M.E.) Program is a free, voluntary registration program designed to assist law enforcement quickly locate missing persons that are endangered due to a diagnosed medical condition that hinders cognitive ability and/or the ability to communicate. This includes, but is not limited to, individuals diagnosed with Alzheimer's, dementia and Autism. If your family member is prone to wander or run away, the H.O.M.E. program can be the peace of mind you need during a crisis. Once registered if an endangered adult goes missing and is reported by the guardian to the Cedar Hill Police Department, information about the person is made available to responding officers including; a detailed physical description, a recent photo, places the person may go, and de-escalation information that may help an officer calm the person once located. If the person has not been reported and is unable to communicate effectively with officers, a reverse search of the H.O.M.E. database can be conducted based on physical descriptors in an effort to identify the person and contact a responsible family member. Begin the registration process. Individuals who do not suffer from a medical condition that impairs the abiity to think and communicate do not qualify for this program. Prevention Services
The Police and Community Team (P.A.C.T.) provides a number of crime prevention services for citizens and businesses in Cedar Hill. One of these services is a home inspection. An officer will come to your house and conduct a security inspection, informing the home owner of the specific areas of vulnerability and the steps that can be taken to reduce or minimize that vulnerability. Residential Checks
Did you know that the Cedar Hill Police Department offers a free service that checks on your home while you are away? Fill out an application, drop it off at the Police Department, located at 285 Uptown Boulevard, Building 200, before you leave town. This free service will provide inspections of the accessible exterior of your home while you are away for a minimum of three days and a maximum of 30 days, excluding the day of departure and return. Be aware you cannot have anyone else at your residence, such as feeding animals or tending plants during this time. Be sure to notify Cedar Hill Police Department if you return early or if other information on the form changes. If a crime has occurred, we will attempt to notify you or the emergency contact person listed on the application. Have a safe and enjoyable trip!
Keep Cedar Hill Beautiful
Keep Cedar Hill Beautiful is a program within the City of Cedar's Environmental Services Department and is an official affiliate of Keep Texas Beautiful and Keep America Beautiful, focusing on litter prevention, recycling and beautification. Keep Cedar Hill Beautiful is organized to preserve and enhance the local natural environment by strengthening citizen's level of commitment through educational programs and engaging volunteer based projects.

Environmental Collection Day
Environmental Collection Days are held four times a year and are typically the second Saturday of the month in March, June, September and December from 9 am-12 pm at Cedar Hill High School. Shredding and electronic recycling is available in Cedar Hill at this time. Due to COVID-19, all Household Hazardous Waste will be directed to Mansfield ECC.
Most residential electronics are accepted: computers, laptops, iPads, cell phones, monitors, tablets, projectors, scanners, printers, stereos, televisions of all sizes and more! You may bring up to 3 boxes of residential household paper waste to shred. A full box is a box one person could reasonably lift by themselves. You may drop off or watch the vendor shred your paper waste. United Electronic Recycling currently provides electronics recycling services and Proshred Security currently provides secure paper shredding services for Environmental Collection Days.
Cannot wait for Environmental Collection Days? Cedar Hill residents have the option to bring Household Hazardous Waste to the Fort Worth ECC or bring Household Hazardous Waste and Electronic Waste to the Mansfield ECC. Registration is not required, but a valid driver's license with a Cedar Hill address is required.

Meter Reading Technology
Cedar Hill offers state of the art automated meter reading technology that provides customers near real time water consumption awareness and monitoring capability through a Customer Portal. Customers can set consumption or dollar thresholds and get email or text alerts when those thresholds are exceeded. Customers may also monitor consumption over months, weeks, days or hours and compare to similar customers. Customers are encouraged to pay their monthly bill through the Customer Portal any time of the day or set up automated monthly payments which pay on the customers due date. Emergency Service Calls
Residents and business owners are expected to know how to turn water on and off at their premises using their personal cut-off. However, City staff is available on an on-call basis, if resources permit, to assist with emergency cutoffs between the hours of 5-9 pm (non-holiday) Monday through Friday and from 9 am-12 pm on Saturday. Staff is limited and multiple emergencies can occur simultaneously so response timelines will depend on availability of staff and task load. Payments
Customers may pay their bill online, over the phone by calling (469) 272-2931, through personal banking, by mail (payments by money order or check may be mailed to the City of Cedar Hill-Utility Services, 285 Uptown Blvd., Bldg. #100, Cedar Hill, TX 75104, Automated Check Payment (ACH), or using a drop box at the Government Center drive, inside the Government Center or at the Alan E. Water and Sewer Rates and Charges
Water rates are $9.20 per month for administrative utility services (base rate) including the first 1,000 gallons of water consumed, plus $6.10 (consumption rate) for each 1,000 gallons consumed above the first 1,000. Residents are billed monthly and charges are for the water used for the past 30 days.
The initial monthly sewer charge is set at $55.89 per month. After four months of continuous account history, and if the account is in good standing, a customer may request a consumption analysis based on their actual usage to determine if the monthly sewer charges may be reduced. Established accounts are recalculated annually in March based on winter month consumption using a model called Winter Sewer Averaging. The recalculated fee is applied to each account in April and is effective for one year until the following March when it is recalculated. Monthly residential charges may not exceed $80.00. If you are a new residential account and believe you qualify for this analysis, please call (469) 272-2931 and speak to a customer service representative to make the request.
Waste 101: The Basics About Your Trash Service
- Trach and recycling are collected once per week. Find your collect day by entering your address in the tool located here. You can also sign up for reminders and service alerts.
- Each single family home is provided two 96-gallon carts. The cart with the green lid is for trash and the cart with the yellow lid is for recycling. All trash and recyclable materials must be inside the cart with the cart lid properly closed. Materials left outside the carts will not be collected.
- Carts must be placed at the curb - or in the alley, if an alley collection - by 7 a.m. on your collection day. Carts may be set out before 6 p.m. or one hour before sunset the night before pickup, whichever is earlier.
- Residents may elect to lease an additional 96-gallon cart for $3.50 per month per cart. Holidays and Inclement Weather
Waste Management observes three holidays: Thanksgiving Day, Christmas Day, and New Year’s Day. When trash pickup is missed due to a holiday or inclement weather, service schedules for that week may be affected.
For 2021, the only holiday that will impact service is Thanksgiving. Those normally serviced on Thursday, November 25, will be collected on Friday, November 26 and those normally collected on Friday, November 26 will be collected on Saturday, November 27.
Parking
Parking too close to the alleyway can block trash collection vehicles from servicing your home. Make sure all visitors and residents park more than 25 feet away from the alley entrances/exits on both the alley side of the street and the opposite side of the street.
